DESCRIPTION:For the first time since the Paris agreement\, a conference is 
	organised to\ndiscuss how to phase out fossil fuels. What will co-host\, t

	\, most climate conferences have been a\nfrustrating disappointment. The l
	ast one in Brazil’s rainforest has been no\nexception: the final text did 
	not even mention phasing out fossil fuels.\nSurprisingly however\, Colombi
	a and the Netherlands proposed to co-host a\nconference to specifically di
	scuss how to phase out fossil fuels. One of the\nbottlenecks in the discus
	sion is a set of legal rules and treaties allowing for\nBig Oil companies 
	to claim compensation for loss of income to states\, or to\ndispute their 
	liability for mining damages. In the Netherlands for instance\,\nShell and
	 ExxonMobil are using international arbitration to challenge their\nliabil
	ity for decades of damage caused by gas extraction in Groningen. Dozens of
	\nDutch investment treaties continue to protect fossil fuel investors worl
	dwide\,\nin some cases until well after 2050. In eleven days\, the Netherl
	ands will\nco-host the first international conference on the transition aw
	ay from fossil\nfuels in Santa Marta\, Colombia. What will the country bri
	ng to the table? Both\nENDS and SOMO are launching a roadmap with four con
	crete pathways to end\ninvestor-state dispute settlement (ISDS) in the Net
