DESCRIPTION:What can we learn about policy conflicts if we look beyond the
traditional\ndichotomy between citizens and governments? In his new book C
	ontentious\nGovernance: Sub-National Governments\, Activists and Contested
National Policies\,\npublic policy expert Imrat Verhoeven argues that loc
al authorities and activists\noften work together to oppose national polic
ies. With: Martien Kuitenbrouwer\n(moderator)\, Imrat Verhoeven\, Tamara M
etze and Saskia Tempelman.\n\nIn this event\, we will discuss the concept
of ‘contentious governance’\, a\nsituation in which lower-level government
s collaborate with activists to contest\npolicies implemented by national
governmental actors and their business allies.\nDrawing from three Dutch c
ase studies on contested natural gas-production\,\nnearshore windfarms\, a
nd Carbon Capture- and Storage\, Verhoevens new book\nintroduces the conce
pt and relevance of contentious governance\, before assessing\nhow it work
s in action. It demonstrates that the processes of contentious\ngovernance
are inherently political and riddled with power struggles. As\ninstances
of contentious governance become increasingly common\, it provides\nfresh
perspectives on numerous classical issues\, including the political nature
	\nof policy\, power dynamics\, governance processes\, government-citizen r
elations\,\nand policy conflicts.\n\n\nSPEAKERS\n\nImrat Verhoeven is Asso
ciate professor of Public Policy at the Political Science\ndepartment of t
he University of Amsterdam and an endowed lector at the Amsterdam\nUnivers
ity of Applied Sciences. His work focuses on policy conflicts\, the role\n
of emotions in policy processes and on democratic professionalism.\n\nTama
ra Metze is full professor in Public Administration at Delft University of
\nTechnology. In her research on sustainability transitions there is a spe
cial\nfocus on the role of boundary objects\, (visual) framing\, conflict\
, and on\nknowledge cocreation through research by design and scenario dev
elopment.\n\nSaskia Tempelman has been working in the field of polarisatio
n and\nradicalisation for over 25 years. She currently heads the Social Un
